If flag 3 (operator required) is set to Y and the field is blank, all recipients will be sent to the manual batch (for the GenWip program to process).
If flag 4 (either required) is set to Y and the field is blank, all recipients will be sent to the manual batch (for the GenWip program to process).
There is no difference in the logic for either flag.
